摘要
为确保新型农村合作医疗制度这一能够惠及亿万农村人口的"民心工程"健康、可持续发展,各级政府必须正确把握自己的职能定位,承担相应的职责,发挥重要作用。
In order to make sure the NRCMS as a ＂common aspiration project＂ which can be beneficial to hundred million rural population it must developed in an approach healthy and sustainable development. Different level governments must clarify their function orientation, play their own roles and adequate responsibilities.
