摘要
目的 探讨社区卫生服务机构综合评价效果的影响因素，为社区卫生服务科学化管理提供参考依据。方法 采用加权秩和比法对深圳某区所有60家社区卫生服务中心的考核结果进行评价与分档，并采用方差分析和逐步回归分析方法对社区卫生服务中心评价效果进行影响因素分析。结果 在3类社区卫生服务中心（上、中、下3档）中，规范化培训合格率、工作人员学历平均指数、工作人员从事社区卫生服务工作的平均时间、基本设施的数量、奖金与医院相近科室比较、社区预防、康复项目数、社区慢病管理种类、24h值班、年收入与支出比、各种疫苗接种率、0—3岁儿童管理率、残疾人管理率、孕产妇管理率、社区居民满意度得分间差异有统计学意义（P〈0．05）。上述指标均是上档类社区卫生服务中心得分高于中档类，中档类社区卫生服务中心得分高于下档类。多因素分析显示，中心主任的职称和暂住人口的数量对社区卫生服务中心总得分有一定影响（P〈0．01）。结论 社区卫生服务中心的健康发展与政府投入、社区卫生服务开展项目、中心主任专业素质、社区卫生服务中心的社会及经济效益有密切关系，它们是影响社区卫生服务机构综合评价效果的主要因素。
Objective To probe into the influencing factors on the effects of comprehensive evaluation in community health services （CHS） institutions in order to provide a reference basis for scientific management in CHS. Methods The Weight Rank Sum Ratio （WRSR） was taken to evaluate and grade the examination results for 60 CHS centers of one area in Shenzhen city. And variance analysis and regression analysis were used to analyze the influencing factors on the evaluation results. Results Among 3 kinds of CHS centers （in high, medium and low level respectively） the score differences were significant in the indexes of the passing rate of formal training, average education index of employees, average time of employees＇ CHS work, quantity of basic facilities, comparison of bonuses between CHS employees and other departments, community diseases prevention. community rehabilitation, management of chronic disease in community, 24h - on - duty, ratio of annual income/expenditure, vaccination, management of 0 -3 aged children, management of the disabled, maternity care management, and community residents satisfaction （ P 〈 0. 05 ）. All the above - mentioned indicators showed the high level CHS centers scored higher than the medium level ones which scored higher than the low level ones. Multi - factor analysis showed the CHS director＇ professional qualification level and the quantity of nonpermanent population of community residents were of a given impact to the total scoring of CHS centers （ P 〈 0. 01 ）. Concluslon The well - balanced of CHS centers is closely related to the investment by the government, CHS iterns, CHS director＇s professional qualification level, society and economic efficiencies of CHS centers, which are the major factors to influence the effects of comprehensive evaluation in CHS institutions.
