摘要
在对黄河流域水土保持监测评价能力现状和存在问题分析的基础上,确定提高监测评价能力建设的目标和发展方向。通过建立多源数据交换与共享机制、数据获取和更新保障机制、水土保持监测评价数据标准、分析评价方法、元数据管理机制,提高系统的数据质量和利用潜力,构筑数据采集、管理和综合分析与评价平台及应用培训等工作,增强黄河流域水土保持监测和评价的综合能力。
Based on analyzing the existing situation and problems of soil and water conservation monitoring in the Yellow River Basin, the direction and objective for capacity building were identified. Several activities were launched to enhance the capacity of soil and water conservation monitoring, such as building the multisource data exchange and management, developing sharing mechanism, setting up the regulations and standards for data acquisition and the methodology for data treatment and analysis
