摘要
十六届五中全会提出的社会主义新农村建设战略就是要建设"生产发展、生活宽裕、乡风文明、村容整洁、管理民主"的社会主义新农村。是在全面建设小康社会的关键时期.中央为全面落实科学发展观、统筹城乡发展、解决"三农"问题所作出的重大决策。土地整理则是以土地的集约节约利用和生产、生活、生态环境改善为目的的综合性系统工程。二者在目标、内容等方面所具有的高度一致性决定了土地整理可作为社会主义新农村建设的楔入点和重要工作平台。文章在分析社会主义新农村建设提出背景和内涵的基础上。探讨新农村建设对于土地整理的新要求;并据此就面向社会主义新农村建设的土地整理目标、原则、内容和模式选择等提出思路,为今后我国的土地整理工作提供借鉴。
Building a new socialist countryside （BNSC） is of great historic significance and a crucial strategy, which was put forward at the Fifth Plenary Session of the 16th CPC （Communist Party of China） Central Committee in October during the crucial periodof all-roundly building a well-off society, implementing the concept of scientific development, planning rural and urban development as a whole and solving the Three Major Rural Issues. According to the 16th CPC, a new socialist countryside means ＂advanced production, improved living, civilized customs and practices, clean and tidy villages, and democratic administration＂. Land rearrangement is an allround systems engineering aiming to achieve intensive and economical utilization of the land, and improvement of the production conditions, living, and eco-environment. The high consistency between BNSC and land rearrangement in both goal and content enables the latter to play an important role acting as a starting point and working platform in implementing the former. Based on the gap-analysis of the current land rearrangement and the requirements of BNSC, the paper discussed the goals, principles, contents and mode selection of the BNSC-oriented land rearrangement. Findings of the study can be used for reference in land rearrangement of the country.
