摘要
党的十七大报告指出:"优先发展教育,建设人力资源强国。"我国是人口资源大国,要建成人力资源强国,高等教育担负着重大的责任。因此,在我国高等教育进入大众化时期,必须重新审视大众化高等教育质与量的兼顾问题、高等教育质量标准与内涵问题、高等教育质量评估主体的主从关系问题、高等学校的学制和课程改进问题、高等教育质量保障中的素质教育问题和高等学校教学质量影响因素的控制问题。
In his report to the Seventeenth National Congress of the Communist Party of China, Hu Jin-tao points out that we will give priority to education and turn China into a country rich in human resources. Higher education assumes great responsibility for the construction of such a country. Therefore, at the period of mass higher education, many issues should be closely looked at with a fresh eye. They include the balance between the quantity and the quality of higher education, the relationship between the principal and the subordinate in the evaluation of higher education quality, the improvement of the school system and the curriculum, quality-oriented education in guaranteeing higher education quality, and the factors affecting teaching quality.
