摘要
人力资源管理最大的挑战之一在于如何为人事管理建立标准,构建能力素质模型是人力资源管理的基础工程。论述能力素质模型的概念、应用范围和实施方法,并应用于重庆电力人才考评中,既为360度才能考评建立了明确的标准,又促进了人力资源的全面发展。
The most difficult challenge of personnel resources management lies how to set the criterion for personnel management and formulating the ability mode is the base of personnel resources management. The conception and applied range of the ability mode are discussed and applied to asses the Chongqing Electric talents. It helps to establish definite assessment criterion and boost the all-round development of organizing personnel resources.
