摘要
本报告利用"三农"专家、县乡村干部和农户问卷调查数据,从三维视角分析了现阶段农村民生类、生产类、公共安全类基本公共服务存在问题,指出政府尤其是基层政府公共服务能力不足和公共财政体制不完善是造成农村基本公共服务供求矛盾的主要根源。因此,为农民提供基本而有保障的公共服务必须建立城乡统一的公共服务体制,完善公共财政制度,增强各级政府基本公共服务的能力。
By using data collected through interviewing rural experts, cadres in county, township and village levels, and through household questionnaire survey, this paper analyzes existing problems within basic public service, specifically public services in livelihood, productive and public security areas in rural areas of China from perspectives of three dimensions. The results indicate that insufficient public service capacity and incomplete public financial system of government, especially local government level, are the main factors causing contradiction between supply and demand of rural basic public services. Therefore, in order to provide basic and secured public services to farmers, priorities must focus on establishing integrated urban-rural public service system, completing public financial system and strengthening capacity of public service of government in all levels.
