摘要
针对上海市河道管理在机构设置、人员素质、法治化建设、资金来源和科学管理等方面存在的问题,探讨了如何进行河道长效管理,认为:应深化改革,建立责权明确、行为规范、监督有效、保障有力的河道管理体制;进一步加大宣传力度,扩大社会参与度,提高管理人员素质;建立比较完备的河道管理法规和标准化体系框架;专业化养护,市场化运作;坚持科技创新,提高科学管理水平。
Existing problems in the management institutions,supervision,market regulation,funds sources and science of river management in Shanghai were studied.Better ways to conduct long-term management of rivers in Shanghai was discussed.The following countermeasures and suggestions were put forward: deepened reform of actual river management in Shanghai,and establishment of a river management system with clear responsibilities,standards of conduct and effective supervision;strengthening of propaganda,expansion of social participation,and improvement of the manager's quality;establishment of more complete laws and regulations and standardization framework of river management practices;special maintenance,and market-oriented operation;insistence of scientific and technological innovation,and improvement of the level of scientific management.
