摘要
运用DEA方法对我国各省的高新技术产业研发效率、技术效率和规模效率进行了测算,并利用计量方法考察了市场竞争度、研发投入等对各效率的影响效应。实证结果表明,我国高新技术产业研发效率整体水平偏低,各地差异显著,且大多数省份都呈现规模报酬递减;研发投入冗余以及各因素的非协调发展是造成非有效的主要原因。
Based on DEA approach, this paper estimates R&D efficiency, technical efficiency and scale efficiency of Chinese high-tech industry. After that, this paper, using econometric approach, reviews the influence of market competition, R&D inputs,industrial development and government-oriented policy on all the above efficiencies. The empirical results show that most of the provinces run short of R&D efficiency in the high-tech industry, while there exist distinct differences among them. From the point of return of scale, most of the DMUs are degressive. Further, the main reasons for the non-efficiency of technique and scale are the redundance of R&D inputs and the disharmony with human capital, organization management and so on.
