摘要
民生问题关乎社会公众的生活质量的改善,关乎社会的和谐安定。本文立足于构建和谐社会的高度,分析了民生问题在当前我国政治生活中的极其重要性,着力从政府治理过程中的政府决策、政府行政、政府职能转变与公共管理体制三个方面分析了导致民生问题加剧的重要原因,然后集中探讨了改善政府治理化解民生难题的基本思路,提出了建设"公意—责任—服务—法治"型政府的新构想。
The problems of people＇s living affect the improvement of people＇s living standard deeply, and also decide the future of harmonious society. From the respect of the construction of harmonious society, the paper emphasizes the importance of solving the problems of people＇s living. Then the reasons of the problems are analyzed from three aspects： policy-making of government, the administration of government, the public management institution of government. In the final, good advice is given to settle the difficulties of people＇s living, such as trying to construct a government of ＂public- responsiable-serverable-rule of law＂.
