摘要
由于水利水电工程建设工期长、投资大且受自然环境和地质因素影响较大,因此如何进行水利水电工程造价的有效控制成为关键性的问题。通过对建设项目投资决策阶段、设计阶段、实施准备阶段及实施阶段,对涉及工程造价控制的可行性研究估算、初步设计概算、合同价、工程结算价、竣工决算等有关内容进行了一定的分析和探讨,提出了实现建设项目工程造价有效控制的主要途径,以期对投资者控制造价能有一定的借鉴意义。
Because of the long engineering time, the large investment and the great influence trom the natural environment and geological condition of a water conservancy and hydropower project, it is a key problem how to effectively control the project cost. Such the contents as the feasibility study and evaluation, rough estimation of preliminary design, contract price, project settling-account price, final account of project finish and so on are analyzed and discussed during the decision-making stage, design stage, preparation stage and the implementation stage for a project. At last, the main ways to control the project cost effectively are put forward.
