摘要
基于食品安全规制的公共性、公益性与社会性的特性,以公共利益作为经济法与行政法理念与本质的双重契合点,形成了食品安全经济性规制与行政性规制的理论支点和逻辑起点。以经济性规制模式和行政性规制模式的规范分析为基础,整合创新了我国食品安全规制模式的动力机制,建构了我国食品规制模式的保障力机制、原动力机制与和谐力机制。
Based on food safety regulations of the characteristic of public, the public welfare and the social, the public interest took the idea and essential conjunction from both the economic law and the administrative law, which has formed logical beginning and the theory point of the food safety efficient regulations and the administration regulations. Take the economic regulations mode and the administration regulations mode as the foundation, the conformity has innovated the safeguard strength mechanism of China's food safety regulations mode, the driving force and the harmonious strength mechanism.
