摘要
目前,我国的农村扶贫开发存在的返贫现象较为严重并呈现出多样化特征,贫困人口和贫困地区自我发展能力不足,政府扶贫资金在使用管理上存在缺陷,扶贫开发主体多元化不够等问题。笔者分析了上述问题产生的原因并提出了研究返贫现象发生的规律,建立遏制返贫的保障机制;提高贫困人口和贫困地区自我积累能力,形成自我发展的内在动力机制;创新扶贫资金的使用管理和监督机制,提高扶贫资金的使用效率;在坚持政府主导扶贫开发的前提下,创新社会力量动员和农户参与机制等对策。
Nowadays there are many problems in our country＇s rural development of supporting poverty. For example, the phenomenon of returning poverty is very serious and the character of diversify is presented, the development ability of poor population and areas is insufficient,the flaws in using and managing the government funds on supporting poverty, multi - body of the development of supporting poverty is not adequate and so on. According to that, the author puts forward some pieces of advice on the countermeasures of solving the problems, such as the rule of studying the returning poverty and constitute the protection mechanism of keeping it within limits; improve the self- accumulated ability of poor population and areas and form the inner dynamical mechanism of self- developed; innovate the usage and supervised system and enhance the efficiency of funds on supporting poverty;in the premise of persisting the main role of government and create the mechanism of mobilizing the whole society and calling for the participating of farmers.
