摘要
在资源保护与开发中,政府承担着多重角色。它既是国家行政机构,也是资源保护开发的投资主体,还是资源所有者的代表,必然有依据其不同角色而承担的不同责任。除了保护好国内资源,政府还应积极在全球范围内进行资源开发,以保证国内的资源需求。
In the field of natural resources＂ protection and exploitation, the Chinese government plays multiple roles. It is not only the country＇s administration structure, but also the investor of protecting and exploiting the natural resources and the owners＇representative of these resources. These different roles undertake varied responsibilities. Besides protecting and using the domestic resources reasonable, the government should explore the resources in the worldwide to ensure the domestic demands for the natural resources.
