摘要
本文在分析青海湖地区土地资源持续利用存在问题的基础上,遵循相关性原则,在保持生态系统的稳定性,促进现有土地资源的合理利用,使生态环境得以保护和实现社会经济的持续稳步发展的总体思路指导下,提出了加强政策法规建设,坚定不移实施退耕还林还草战略,进行土地生态经济规划等土地资源持续利用的战略措施,为协调该区土地资源与人类发展的矛盾,为制订可持续发展的土地利用管理策略与方法提供科学依据。
This article analyzes the problems of the continual use of land resources in the Qinghai Lake area. Under the overall mentality instructions which are to maintain ecosystem stability, to promote the existing land resources reasonable use, to protect the ecological environment and to achieve the sustainable development, the study follows the correlativity principle. It proposed the strategic measures of strengthening the policy laws and regulations construction, the steadfast implementing to take back from agriculture also the forest also grass strategy, and making the land ecology economy plan to keep the land resources continue use. To coordinate this area land resource and the development of the human race contradiction, it provides the scientific basis for the sustainable development land utilization management strategy and the method.
