摘要
国内外对科技基础设施的认识不尽相同,对其运行绩效的评价指标体系也有一定差别。针对目前国内外科技基础设施评价指标体系研究中存在的问题,建立了包括自身发展性特征、协调性特征和综合效能三维评价模型。提出了具体指标体系建立的原则,针对不同的科技资源,具体分析了国家科技基础设施评价指标体系中各指标所包含的评价要素。
Some difference exists in the understanding of the concept of science and technology infrastructure (STI)for domestic scholars and those in other countries, as well as in the index systems for its performance assessment. Based on the analysis of the problems in the research field of assessment index system of STI, a three-dimension (self-development dimension, cooperation dimension and integrated efficiency dimension) model was established, and the principle for the construction of such index systems was presented. For various science and technology resources, the assessment elements included in every index were analyzed concretely.
