摘要
就我国节能发电调度试行办法的出台,提出了通过建立中长期合约市场、发电权交易机制以及在竞价规则中引入节能因子和环境排放因子并按报价排序等,逐步建立起以市场机制为基础的长效节能机制,将节能发电调度办法的实施落到实处,实现节能、环保和经济目标。
In view of the newly-issued Trial Measures on Energy Saving and Power Generation Dispatching, it is proposed to progressively set up a long-acting energy saving mechanism based on market mechanism via a series of steps such as building a mid-and-long-term contract market, forming a generation rights trade mechanism, and introducing the energy saving factor and the emission factor to the bidding rules and sorting. The energy saving dispatching measures should be put into practice to achieve energy conversation, environment protection and economic objectives.
