摘要
水污染物的总量控制是建立在天然水体对污染物具有稀释扩散和自净作用理论上,即天然水体对污染物具有一定环境容量的基础上。污染源应根据纳污水体的环境容量来确定其污染物排放总量。污染物总量控制的技术关键是污染源与水质目标之间的响应关系。总量控制的核心是污染负荷的分配。
Total emission control of water pollutants is based on natural water dilution of pollutants and autopurification theory, in another word, natural water has some environmental capacity on pollutants. Emission total amount of pollution sources is confirmed by water environmental capacity. The technical key of total emission control is the response relationship between pollu- tion sources and water quality object. The kernel of total emission control is pollution burden distribution.
