摘要
本文通过剖析农业生态系统服务功能,提出了农业具有产业和公益双重属性的观点,并在系统地论述了农业的产业属性及其演化和农业的公益属性及其特质的基础上,指出农业的公益效用部分,应纳入社会公益事业范畴,由政府实行补贴政策,以实现对生产经营者的合理补偿。
The standpoint of the industry and public-spirited attribute in agriculture was pointed out by analing the service function of agriculture ecosystem system. On the base of discussing systematically the industry and public-spirited attribute of agriculture,it was indicated that the public-spirited effectiveness of agriculture should be bringed into social public-spirited business category and reasonable repair of agricultural producer should be carried out by practicing the subsidy policy of the government.
