摘要
长期以来,教育服务产品的提供与生产在人们的意识里是由一个主体独自完成的。实践证明,不论是政府还是市场都会失灵。文章在论述了市场与政府在市场经济条件下的各种失灵现象的基础上,着重分析了教育产品的提供与生产分离的重要性及其内在含义,并指出合作主义是解决当前困境的一种政策选择。
The present essay discusses all kinds of failure of the market and State, emphasizing the difference between provision and production of educational goods. In the end of this thesis, the authors point out the corporation is the choice of policy to solve the current dilemma.
