摘要
本文针对由征地引发的农民征地补偿费被拖欠、被征地农民子女教育不公等问题。提出自己的观点与对策,建议政府应当完善立法,明确界定“公共利益”和非“公共利益”的征用用途;明确土地的发展权的受益人;在保证农民的“可持续生计”的基础上,还应该为被征地农民工及其子女创造良好的生存教育环境;社会应设立非政府专门机构管理、监督征地事务。
This article reviews withhold problem caused by the land requisition compensation, the unfair of requisition compensation and childen education problems of the peasants who are requisitioned land by the government. Focus on above problems, the writer talks about her own opinions and elaborates the government should consummate the legislation, define the requisition use of ＂the public interest＂ and ＂ the non - public interest＂ definitely, clarify the land development right beneficiary. At the basis of ensuring the peasants＇＂ sustainable livelihood＂, the government should also create the good survival and education environment for them, the society should set up the non - government department organization to manage specially land requisition business.
