摘要
针对目前实际评标定标中缺乏科学性等一些不可忽视的问题,采用层次分析的原理将评标过程中的定性指针进行量化,经过层次分析与计算,确定各指针的权重。然后通过评比确定各投标单位的综合竞争力排序,从中筛选出综合竞争力最强的投标单位作为中标单位,从而确保工程的优质、高效。希望能对科学评标有所启发。
In view of some noticeable problems lack of scientificity in commenting for the tender at present, the principle of level analysis is used to quantize the qualitative indicators. Through the level analysis and computation, the weights of various indicators are determined. Then through the comparison, the synthetic competitive ability arrangement about each bidding unit is determined and the unit which wins the tender is selected so as to guarantee the high quality and effect of the project.
