摘要
针对目前政府在公共信息资源管理中存在的角色定位不清晰的问题,从新公共服务的视角,分析政府在公共信息资源管理过程中要承担的资源建设者、维护者、提供者、管理主体协调者等主要角色。并在此基础上,提出政府在这一过程中应坚持公共性、绩效性、竞争性等原则,以使政府在公共信息资源管理方面更好地发挥作用。
In the light of the unclear role orientation of government in public information resources management at present, a perspective of new public service is introduced and based on that the compound-role of government in public information resources management such as the main resources constructor, maintainer, and provider, coordinator of managers and so on, are analyzed. Then, this paper puts forward the principles of publicity, validity and competitiveness, in order to make government a better performance in public information resources management,
