摘要
公共健康实践离不开伦理指导,适用于公共健康实践的伦理原则主要有以下五条要求社会公共健康福利最大化或最优化的整体功利原则、要求对个人权利侵害最小的最小侵害原则、要求对权利受到侵害者提供补偿的补偿正义原则、要求公共健康政策信息公开透明的公众知情原则,以及要求全体社群成员共同努力的社群参与原则。
Public health practice cannot do well without the instruction of ethics.There are five main ethical principles for the practice of public health:the principle of “whole utility”, which requires the maximization of society's public health welfare;the principle of “least infringement”,which requires the least infringement on individual rights;the principle of “compensation justice”,which requires compensating those whose rights are infringed;the principle of“public informed”,which requires the transparency of public health policy and information;and the principle of “community participation”,which requires the common endeavor of community member.
