摘要
以复杂巨系统理论为指导,探讨了水资源复杂巨系统的概念、内涵、结构以及和谐等问题。在此基础上,对水资源复杂巨系统的核心问题——水资源安全进行了分析,指出水资源安全可通过水资源所支撑的饮水安全、粮食安全、经济安全、生态安全和环境安全而体现。提出了基于规则的水资源安全研究模式以及水资源安全研究的综合集成方法,为今后水资源安全评价指标体系、水资源管理整体模型以及水资源安全保障体系的建立奠定了基础。
On the basis of complex giant system theory, the concept, connotation, constitution and harmoniousness of water resources complex giant system (WRCGS) were discussed. Under the framework of WRCGS theory, water resources security was analyzed. It was pointed out that the security level can be reflected by drinking water security, foodstuff security, economy security, ecology security and environment security. A rule-besed mode and a metasynthesis method were put forward for the study of water resources security, which provide a basis for further study of an integrated model of water resources management and an evaluation index system and a safeguard system of water resources security.
