摘要
跨国公司与东道国政府作为理性的行为主体,其行为都是为了实现自身的利益最大化,然而,由于政府无法给予跨国公司一个可置信承诺,反而使本来可以双赢的结果变得不尽如人意。本文试图通过建立一个量化的模型来阐明该博弈的具体过程,定量地指出在有一个可置信承诺时,政府从中得到的更多的效用,由此找出了解决该问题的关键在于:政府应通过法律的形式给跨国公司一个可置信承诺,由此实现双赢。
As the ratoinal subjects, the host country governments and the multinational corporations try their best to maximize their benefits. However, a host country government has no method to give mutinational corporations a believed commitment, which leads to the game＇s result appears to the diviation from the expectition. This paper analyzes the game＇ course by establishing a model, and points out that the more validity will be obtained when the believed comitment will be given. So the key to the problem is that the government ought to give the mutinationgal coporations one believed commitment.
