比较视角下中国合作主义的发展:以经济社团为例 被引量:35

Development of Chinese Cooperationism from the Comparative Perspective: Taking Business Associations as Examples

摘要 中国的经济改革经历了从计划经济走向市场经济以及政府放权于经济实体的过程。自上而下经济社团的兴起是这一过程中政府为适应市场经济发展及经济体制转型而采取的重大措施,也是改革开放以来管理机制和权力格局调整的必然趋势。这类组织既是政府下放了的经济管理权力的承接机构,又代表了政府对经济实体干预权的继续延伸。中国政府在推动自上而下经济组织的发展中有着明确的目的,起到了关键的作用。由此,新型的经济社团与政府的关系呈现出了合作主义的典型特点。然而,无论与北欧的社会合作主义还是韩日的国家合作主义模式相比,合作主义在中国出现的背景与其他国家明显不同,因此在发展模式上带有自己的鲜明特点。在现阶段,自上而下的经济组织并没有真正成为其成员在市场经济中的利益代言人,这一点与其在合作主义关系中的定位不符。然而,随着体制转型的深化,体现在经济社团发展中的国家合作主义正在发生变化。这种变化的程度及走向将取决于并反作用于未来的权力安排和经济管理体制的演变。 The rapid emergence of a wide array of civic associations is one of the most significant events in China since the 1980s, and indicates the profound change in the state-society relationship. This article focuses on the fast growing top-down trade and business associations, and discusses the government's role and motivation in promoting this development. Adopting the corporatism theory, it compares different models of the relationsh an countries, Japan, and Korea. ip between the government and interest organizations in North Europe-Against these models, the article analyzes the major features of Chinese trade associations in their relations with the government. It concludes that promoting nongovernmental associations is a crucial step of the Chinese government to adjust its managerial system to the increasingly market oriented economy. The relationship of government-trade associations has demonstrated general characteristics of a state corporatism; yet, China's unique economic and political environment has marked specific features on this development.
