In 1554, a verbal agreement was concluded between Wang Bai, Commander of Costal Defense of Guangdong (广东海道副使), and Leonel de Sousa, captain-major of the Portuguese ships, thereby the Portuguese were permitted to trade in Chinese ports on the condition of paying tax of 20%. This agreement, in spite of a temporary arrangement, became a turning-point in early Sino-Portuguese relations: termination of military conflict between China and Portugal, affirmation of the Portuguese qualification for normal trade, and transference of the Portuguese temporary settlement in China from the Island of Shangchuan to Lampacao nearer to Macao. Since then the commercial relations between China and Portugal began to develop on firm foundation. However, it did not settle up the affair of the Portuguese establishment in Macao.
