摘要
在解放战争时期,中国共产党建立了请示报告制度。请示报告制度为解放战争取得胜利、党与军队的建设提供了制度保证,有着非常重要的历史作用;在新时期,它仍然存在着重要的现实价值:它有利于进一步加强党的民主集中制,有利于推广党的群众路线的领导方法和工作方法,有利于提高党的领导干部的综合素质和完善党的干部考核制度。
During the Liberation War, the Communist Party of China （CPC） established the system of requesting instructions and submitting reports. The system, which was a necessary guarantee for the victory of the war and the construction of the Party and the army, is of great historical significance. At present time, it has still important realistic value： it is conducive to the strengthening of the Party＇s democratic centralism, the consolidation of the Party＇s leading and working approaches by taking the mass line, the improvement of the comprehensive qualities of the leading cadres of the Party, and the perfection of the assessing system for the Party＇s leading cadres.
