摘要 行政生态学的基本原理、逻辑思路和中国日益强烈的社会各要素的互动关系要求注重行政系统与行政环境的内在关系,并积极寻求其相互连动的内在结构。在系统梳理相关理论脉络和主干内容的基础上,科学考察我国经济、政治、文化环境对公务员考核制度的评价功能、管理功能、激励功能、监督功能发挥的影响,逐步推进行政体制改革,行政文化创新,政府人事制度改革和法律环境构建,使绩效管理系统趋向于均衡化或稳定化,促进系统与环境协调发展。 The basic principle and logical thought of administrative ecology and the increasingly strong interactive relationship of social elements in China ask to lie emphasis on the internal relation between administrative system and administrative environment and actively seek the internal structure of the interaction of them. On the basis of systematically trimming the relevant theoretical thread and the main content, this paper scientifically reviews on the influence of economic, political and cultural environment on the evaluating, management, incentive and supervisory functions of examination system for public servants. And it suggests that advancing administrative system reform, administrative cultural innovation, governmental personnel system reform and legal environment construction in gradual stages would make performance management system tend to equalization and stabilization and thus promote the harmonious development of system and environment.
