摘要
从城市轨道交通的基本属性入手,从产品分类、项目区分、可销售性评估、外部效应等角度分析其内在的本质特征:城市轨道交通的准公共性、准经营性、可销售性和外部性。形成了投融资工作的认识基础。提出了通过有条件的商业化运作方式建立起政府财力与社会资本互补的投融资机制的建议。
Focusing on the basic property of urban rail transit, this paper analyzes its essential characteristics from different point of views, discusses the cognition basis of financing, the enlightenment of the basic property of URT on financig, the complementary financing system between government finance and social capital through conditional commercial operation.
