浅析和谐社会中的政府行政伦理建设——兼论反腐败机制 被引量：5

摘要 政府保持清正廉洁是构建和谐社会的重要因素。政府行政伦理的建设对防止腐败有着独特而又重要的作用。政府伦理建设需要外在的动力,要经过由他律到自律的过程。美国政府道德规范体系构建对中国的启示是:大政府不必然导致腐败;建立道德规范体系是不断完善的动态过程;立足点是“利益冲突概念”。
