摘要
随着近几年城市规划在城市发展过程中承担越来越重要的作用,其角色正逐渐由简单的工程建设计划向政府的公共政策转变,而对规划编制的要求也逐渐由单纯强调规划技术的科学性向更好的与规划管理相结合、与政府政策的制定相结合转变。以北京市为例,通过两个层次的城市交通规划,即城市综合交通规划和城市分区交通规划,在规划编制过程中遇到的管理上的问题,试图说明如何更好地编制城市综合交通规划和分区交通规划,如何使规划编制更好地与城市规划管理工作相适应,以及对现有城市交通规划管理中存在的问题进行探讨。
In recent years, urban general planning plays a more and more important role during the urban development process, while its functions are migrating gradually from project-oriented planning to public policies, with its requirements for planning preparation changed from simple emphasis on technique issues to integration with planning management as well as policy-making. Taking Beijing as an example, this paper analyzes the management issues associated with the two-level transportation planning, that is comprehensive planning and sub-division planning. The paper attempts to explain how to better prepare the two-level planning, and how to cope with consistency between planning preparation and urban planning management through discussions on problems existing in current urban transportation planning management.
