摘要
Based on statistical data of the regional industry and the level of intellectual property right （IPR） development, this paper adopts the ways such as regression analysis and description statistics, trying to analyze the intrinsic linkage among the regional industry innovation, regional competence and IPR competence. A conclusion was drawn that IPR competence can assuredly upgrade the industrial competence and regional competence, but the supporting from perfect institutional environment and service system of intellectual property rights （IPR） is yet needed. According to the analysis, this paper gives some suggestions on how to improve the IPR competence of Shenzhen,

LI Ping （李平） was born in Xian, Shaanxi Province of China, in 1963. He graduated from Chengdu Institute of Radio Engineering in 1984. He worked as a teacher at his mother college and obtained master＇s degree in School of Management, University of Electronic Science and Technology of China （UESTC） in 1990. Then he worked ever in Shenzhen Saige Group Co., Shenzhen Intellectual Property Organize and so on. In Sep. 2006, he obtained doctor degree in School of Management, UESTC. Now he works for the Shenzhen Government and specializes in Shenzhen IPR Strategy and Innovation.LI Rong （李蓉） was born in Shanxi Province in 1976, From 1995 to 1999, She majored in Applied Electronic Technology in Hubei University. After obtained Bachelor degree,she joined as a physics teacher in a middle school of Quanzhou, Fujian Province. In Scp.2004, she began graduate study and research on managing IPR at School of Management in UESTC.XIAO Yan-gao （萧延高） was born in Sichuan Province in 1972. He is a associate Professor at School of Management in UESTC, holds a master＇s degree and studies for doctor dagrce of management science and engineering. His main research areas are management of intellectual property, emerging technologies, and international commercial rules.CAI Xiao-hong （蔡晓红） was born in Hubei Province in 1968. She graduated from Huazhong University of Science ＆ Technology and obtained B.S degree in Electronic and Telecommunication Engineering. As the Founder ＆ Partner of Standard Patent ＆Trademark Agent LTD, She has been practicing in Intellectual Property field for many years and dealing with large number of patent applications and dispute eases of Intellectual Property.
