摘要
对山西省天然林资源保护工程5年来的建设实践进行了总结分析，指出工程实施中存在静态方案与动态管理矛盾突出、国有林场经济困难、森林经营工作滞后、林牧矛盾突出等问题。提出“十一五”期间需完善调整工程建设实施方案，加强科学经营，建立健全公益型事业保障体制，促进后续产业发展等对策。
The paper has summarized and analyzed the practices over the past 5 years of natural forest protection project in Shanxi. It points out the project has the conflict of static scheme and dynamic management, state-owned forest firm in financial difficulties, full of trees to manage work lag behind, forest and herd getting conspicuously contradictory. Propose needing to improve and adjust the implementing scheme of engineering construction ＂Eleventh Five-Year Plan＂ period, strengthen and manage and set up and amplify the public service to ensure the system scientifically, promote c development, etc.. such as subsequent industry
