摘要
信访制度既能有效保护人民群众的合法权益,体现人民主权的宪政基础,契合现代法治政府理念目标的实现,同时又能展现权利时代利益诉求的制度保障和司法救济途径的制度互补。信访制度在构建和谐社会中具有多方面的的功能和作用。
The system of people＇s complaint letters and visits can effectively protect people＇s legal rights, reflect the constitutional basis of people＇s rights, and accord with the realization of the aims of modern government which rules by law. Meanwhile, it can also exhibit the complementariness of the system of people＇s interest requests in an age of legal rights and the system of judicial assistance. Therefore, the system of people＇s complaint letters and visits has many functions and effects in the construction of a harmonious society.
