小泉宣布的新宪法草案引起了国际社会的普遍关注，特别是对于宪法第九条第二项内容的修改成为焦点。但草案要成为正式宪法，也将受到诸多不确定因素的制约。
The announcement of a new draft constitution by Junichiro Koizumi has attracted worldwide attention.In particular,the revision to the 2nd Item of Article 9 of the Japanese Constitution has become the focal point.But a lot of uncertain factors will have constraints on the passage of the draft into a formal constitution.
