摘要
目前我国正处于从典型的城乡二元经济向现代经济的转型过程中,城乡二元结构是制约经济社会协调发展的主要因素。在城乡二元结构形成与固化的多重因素中,长期实行的城乡不同的公共分配制度是主要根源之一。通过对中国二元结构的界,分析了中国城乡二元结构的形成路径,阐述了城乡公共分配制度差异的调节机理,结合中国城乡公共分配制度的差异情况,提出了公共分配制度创新的着力点。
Currently, China is in the process of transformation from traditional dual structure to modern economy. The dual structure is the primary factor restraining China＇s coordinated economic and social development. Among the multiple elements concerning shaping and consolidation of dual structure, the system of different public allocations between urban and rural areas is the main root cause. Based on this issue, this paper defines the dual structure connotation for China; Analyzes the formation path from multi - perspectives; Elaborates regulatory mechanism for public allocation system difference between urban and rural areas, and in accordance with China＇s actual situations, some stress points have been put forward regarding public allocation system.
