摘要
加工促农是建设新农村、实现以工补农的有效途径。加工促农的实质,就是让农民分享加工流通环节的利润,增加农民收入,促进区域特色产业集群的形成,加快新农村建设。加工促农重要的是按照统筹城乡发展的要求,强化对农产品加工业的宏观调控力度,优化产业运行的社会环境;加强组织创新,实现农产品加工业产业链的良性循环;完善技术市场,增强农产品加工企业技术创新活力;以集团战略和品牌战略将农产品加工业做大做强;不断完善农产品加工企业与农户的利益联结机制,在经营主体之间构建多元化利益共同体。
Processing propelled agriculture is an effective way to construct a new countryside and compensate agriculture with industry. The nature of this idea is to make farmers share the profit in the circulation process, increase the income of farmers, help to form the industrial group with regional characteristics and speed up the construction of a new countryside. The important element of this idea is that the urban and rural development should be taken into consideration completely, the macro control of processing industry of agricultural products should be strengthened, the social environment in which the production is carried out should be bettered; organizational innovation should be strengthened, the virtuous circle of the industrial chain of agricultural product processing industry should be realized; the technological market should be developed, the creative ability of the processing enterprises should be improved; the processing industry should be enlarged and strengthened by adopting the group strategy and brand strategy; the mechanism of the connection between the enterprise and the farmers concerning profit should be improved and interest- group pluralism should be constructed between different managing subjects.
