摘要
本文研究分析了美国国库现金管理基本经验及当前改革的成效,并在此基础上,对当前我国迫切需要推出的国库现金管理改革提出了改革路径,就改革相关协调机制的建立、目标的设立、实施步骤、操作方式和手段、相关业务再造、改革的可持续性发展等问题,发表了看法。
This paper reviews the experiences in treasury cash management and the effectiveness of related reforms in the United States. And in light of these analyses, the author puts forward some possible reform measures of treasury cash management that are in urgent need in China. Finally, some suggestions on issues such as the establishment of reform coordination mechanisms, targets of the reforms, implementation procedures, operational modes and means, reshaping of related operations, sustainability of the reforms are proposed.
