摘要
社会保障是社会经济发展的“安全网”、“稳定器”。建立健全与经济发展水平相适应的社会保障体系,是经济社会协调发展和建设和谐社会的必然要求。流动人口已经成为我国一个特定社会群体,从蓝领(农民工群体)到白领(北漂一族),对流动人口的社会保障应实施分类分层,首先确立强制性工伤保险,其次是医疗保险,第三是社会救助和社会福利,然后是养老保险和住房保障等。社会保障制度改革的终极目标是建立全国性的一元化社会保障体系。
The social security is a ＂firenet＂ or a ＂manostat＂ of the social economy development. It is necessary to establish the social security system for developing economy and constructing harmonious society. Because the floating population whom from the blue collar to the white collar had been become a strong social colony, so we need to establish different kinds and levels of social security. The ultimate object for reforming the social security system is to build a unify social security system.
