摘要
2005年9月29~30日,在塞内加尔首都达喀尔举行的非洲第二届科技部长会议通过了《非洲科技整体行动计划》。这是非洲国家为实施《非洲发展新伙伴计划》做出的一项重要而实质性的努力,它为21世纪非洲科技发展构建了一个全新的战略平台。该计划如能逐渐付诸实施,将对改变长期以来非洲科技极其落后的状态和促进非洲经济与社会的发展产生多方面的积极影响。
In Sept. 2005, the Second African Ministerial Conference on Science and Technology held in Dakar passed the Consolidated Plan of Action for promoting science and technology across Africa. It is an important and substantial effort of the African countries to carry out the NEPAD, and provides an brand-new strategic plantform for African science and technology development in the 21 st century. If the plan is put into practice, it'll exert various positive influences in changing the long backwardness of African science and technology, and in promoting African economic and social development.
