《公路工程国内招标文件范本》技术规范中的计量与支付条款是业主编制工程量清单时的分项规则,是计算工程量、编制标底的依据,是投标人提供合理报价的基础,是监理工程师实施工程计量与支付、控制工程造价的重要手段。故应符合工程实际,明确计量支付范围,表述词语要严谨准确,避免产生误解和歧议,要能够促进工程的顺利实施。
The computation and payment items of ＂ Model for inner bidding file of highway engineering＂ are roles for owners to edit the engineering bills, and are accordance for engineering calculations and tendering value edition, and basis for reasonable quotation of bidders, and are important ways for supervisors to carry out the engineering computation and payment and engineering cost controlling. Therefore, we should do it fitting for engineering practice, definitude the paying area of computation, make expressions be precise and correct, avoid mistake and different meanings, and can impulse the successful implement of engineering.
