摘要
在社会转型期的今天,各种利益主体利益意识的觉醒以及他们的逐利行为广泛影响着社会生活和政治生活。文章结合个案,用实证分析的方法研究了在现有制度下,包括政府部门在内的各个利益主体如何围绕各自的利益进行复杂的相互博弈。这里既有企业的追求利润最大化过程中的无奈,也有政府部门的权力寻租和规避责任的消极作为。由于显性博弈与隐性博弈相交织,使D市旅游汽车市场处于无序的非正常状态,给各个利益主体带来大量资源上的浪费和福利损失,暴露出政府在制度、监管、责任、服务和理念多方面的缺位。为了使这种利益博弈规范化和有序化,并达到动态平衡,有必要调整现有制度设计,并弥补政府的多方面缺位。
In the transferlng periods of today＇s society, the interest - owner＇s consciousness of their interest and there behavior of seeking interest widely affact the social life and political life. In a method of positivist analysis of H Province D City tourist bus market as a case, the paper studies ew：ry interest- ownncr, including the government section, how to play a complicated game around their interest under the existing system. These games sometimes are evidence, sometimes are concealed. But for the defect of the institution ,both of them have gone to a wrong way, in a disorderly state, and cause amount of Waste of resources and lack of welfare. These exposes the government absence on institution, administration, responsibility, service and idea. To make the interest game go to its way and attain the dynamic balance, we must change the existing institution arrangement and make up all of the government absences.
