摘要
新世纪以来,江苏乡镇企业虽然发展速度迅猛,但增长质量并不理想,经济效益已明显表现出资本报酬递减现象。这对于劳动力严重过剩、人均资源匮乏、生态条件脆弱的江苏农村来说显然是不可持续。产权改造后,树立和落实科学发展观,根本转变经济增长方式,实现乡镇企业可持续发展迫在眉睫。
Though the economic gross and the speed of the development of Jiangsu township-village enterprises keeps the position in the front of the whole country since the new century, the quality of economic growth and benefits are worried. After the reform of the property rights, the rapid speed and the poor quality of economic growth pattern, the backward enterprises system and the inferior humanpower capitals have become the main restrict factors of the continuable development of Jiangsu township-village enterprises
