摘要
针对如何评估防空兵作战指挥效能的问题,从作战指挥活动的主要环节以及现代战争条件下联合防空的特点出发,分析了评估防空兵作战指挥效能应该考虑的主要因素,建立了一套包括信息获取能力、决策能力、组织计划能力、战场控制能力和指挥协同能力等5个不同方面的评估指标体系,并在此基础上给出了一种防空兵作战指挥效能的综合评估方法。最后通过一个算例说明了给出方法的应用。
The purpose of this paper is to study the effectiveness evaluation of air defense forces＇ operational command. Firstly, according to the main links of operational command and the characteristics of foint air defense operations of modem war, the main factors for the effectiveness evaluation of air defense forces＇ operational command are analyzed. Secondly, five indexes are proposed, including information obtainability, decision-making ability, organization and programming ability, battlefield control ability and command coordination ability. Then, based on these indexes, a synthetic evaluation method for the command effectiveness of air defense forces is presented. Finally, an example is given to illustrate the application of the proposed method.
