摘要
文章通过比较国内外对国家公务员的行为要求,结合十六届四中全会和最近的两会精神对国家公务员的要求,提出了在社会主义和谐社会背景下,运用“冰山理论”,既注重公务员的业绩,又注意挖掘公务员的潜在能力,制定了一套新型的能测评中国国家公务员的显露业绩、潜在能力和行为过程等三大方面的指标评价体系。
Through a comparison of civil servant behavior standards at home with those abroad, and in view of the requirements for Chinese civil servants set forth at the 4th Plenary Session of the 16th Chinese Communist Party Congress and at the recent session of the CPPCC and NPC, this paper brings forward a new guideline system for performance assessment which can be adopted when Chinese civil servants arc assessed under socialism and harmonious society. This system is mainly appropriate for the assessment of visible performance, potential abilities and service process of civil servants. It is based on "Iceberg Theory", attaching equal importance both to the performance and the potential abilities of civil servants.
