摘要
周期性电力短缺的发生促使人们思考其原因和解决方案。对新中国成立后的电力短缺进行了历史回顾,通过对国内生产总值(GDP)增长率、基建投资比例、发电增长率、发电煤耗和设备平均利用小时数等指标的分析,总结了中国电力短缺的若干特点以及和经济增长的关系,就如何汲取电力短缺经验教训以促进国民经济的科学发展进行了探讨。
Periodic power shortage makes us think its reason and resolution. The paper gives a historical retrospection about the power shortage since the foundation of China. The some characteristics of power shortage and the relationship with economic growth are summarized through the analysis of the factor of growth rate of GDP and that of generation, proportion of capital construction investment in power sector, coal consumption for power generation, and average use time of power-generating equipment. Finally, policy implications are given to solve the deficiency issue and the scientific development of national economy.
