摘要
从教育、保健卫生和文化产业等西部乡村人力资本的具体情况入手,分析了该区人力资本开发中存在的人力资本投资乘数错位效应和缺乏保护问题,提出了创建西部乡村人力资本开发政策性银行、建立乡村创业基金和乡土人才流动站等思路与对策。
Starting from analysis of backward situation of human capital like rural education, hygiene and culture in western rural China,this paper analyses the issue of trans-region-and-period effect of human capital investment mult tection in western rural ment and protection. iple Chi and others ,which exists in the process of human capital development and prona,and puts forward trains and countermeasures on the human capital development and protection.
