江汉平原洪涝灾害遥感监测方法 被引量:4

REMOTE SENSING METHOD FOR THE ESTIMATION OF FLOOD AND WATERLOGGING LOSSES IN JIANGHAN PLAIN OF CHINA

摘要 用遥感数据及常规气象水文数据获取涝灾信息,用DEM(数字高程模型)或微等高距地形图及其导出的高程-面积-容积模型作涝灾淹没损失估算的基本技术手段,用植被指数作主要方法对江汉平原“1991.07” Using Remote Sensing technique and meteorological and hydrological data, the following researches are made: evaluation of waterlogging damages, estimation and calculation of production reducing rate of rice, the analysis on ' July,1991' Flood in Jianghan Plain of China. Two methods can be used during remotesensing estimating crop production-reducing rate: 1) to estimate submerging area,depth, lasting time, then to estimte producting-reducing rate, this may be called as direct method ; 2) to avoid producion-reducing element, and using vegetation index as the target of evaluating damages and estimating praduction-reducing rate, this may he called as indirect method. It' S the first time to make qualitative and semiquantitative estimation of Jianghan Plain ' July, 1991' Flood damages. The research result has shown that this method is relatively accurate, timely, convenient.Its result is able to provide the research basis and decision-making basis for insurance, civil administration and other government departments.
